n late 1913 he took a plan that had been designed by conservative Republicans, led by Senator Nelson W. Aldrich, and worked with the Democratic majority in Congress to pass a compromise bill. During his first presidency period some of the achievements are following. He introduced a series of programs targeted at farmers. He offered to be a mediator, but neither the Allies nor the Central Powers took his requests seriously. Republicans strongly criticized Wilson's refusal to build up the U.S. Army in anticipation of the threat of war. In this way Wilson won the support of the U.S. peace element by arguing that an army buildup would provoke war.
