William Averell Harriman (1891-1986) was an American diplomat, administrator of lend-lease (by which the USA supplied equipment to the Allies) in World War II.
He was Democratic secretary of commerce in Truman's administration, (1946-1948), and negotiator of the Nuclear Test Ban Treaty with the USSR in 1963.
