Patricia Owens was born in East Grand Forks, Minnesota. She was the Mayor of Grand Forks, North Dakota, during the 1997 Red River Flood.
Biography and Career:
Patricia Owens worked for 33 years as a mayor's executive. In 1996 she got the mayor title for herself, with 76% votes. She was the first Grand Forks' female mayor. After only one year the city was stroke down by the Red River Flood.
For her efforts in and after the time of the flood she received a lot of awards and recognitions/ In 2002, when she candidate for a second term, she was defeated by Dr. Michael Brown. In the same year she participated at the Mayors' Campaign Against Breast Cancer.
In 2001, Patricia Owens moved to Ocala, Florida after she was honored with a Doctor of Letters degree from
the University of North Dakota.
