Norman Peter Fowler (born in 1938) was a junior minister in the Heath government, transport secretary in the first Thatcher administration in 1979, social services secretary in 1981, and employment secretary 1987-1989.
In May 1992 he succeeded Chris Patten as Conservative Party chair.
